Facilitate Implementation of SEP at the Field Level
SEP updates were provided to the different LGUs, moreover, dialogues and consultation meetings were also done to the newly elected local officials on various concerns on the revival of ECAN Board, objective of PCSDS, environmental issues and among others.
Joint Undertakings with the LGUs
Handog sa Dagat Program. Assisted the LGUs in conducted activity planning regarding the implementation of the Handog sa Dagat Program. These included coordination works with the LGUs, NGOs and other agencies like the pearl farm operators regarding their involvement in the international coastal clean up.
Activities during the celebration included mangrove reforestation in Punang wherein 4000 propagules were planted. Moreover, a public hearing was held on the adoption of the Municipal Fisheries Ordinance No. 4 and IEC on the ECAN Coastal/Marine guidelines 18 locations in Roxas. Coordination was made in Dumaran and Araceli to fast track the finalization their respective municipal fishery ordinance.
Coastal Resource Management Plan. Meetings were attended in Quezon to address illegal operation within its municipal waters. In relation to this, a draft MOA was prepared to enforce the Fishery & Marine Environmental Laws, rules and regulations and the identification of members of the Quezon Bantay Dagat Composite team. Coordination was also made with CRMP & concerned officials regarding the preparation and passage of municipal fisheries ordinance.
In Roxas, coordination meeting with Haribon staff and members of Brgy Council of San Miguel was held convening of the TWG for coastal areas, conduct of IEC & passage of barangay resolutions for the declaration of the identified fish sanctuaries in barangays San Miguel, Caramay, Tinitian, Jolo & N. Zabala. The LGU was assisted in the finalization of the Municipal Fishery Ordinance, fishery law enforcement and integrated coastal resource management.
The conduct of CRA in San Vicente was coordinated with the CRMP staff. The assessment focused on existing mangroves & seagrass beds. The release of fund for the conduct of CRA was facilitated for corals & fish in July and the possible sites of the assessment was coordinated with EMES. DMO and CRMP staff prepared plans & budget for the conduct of delineation of boundaries of Queens Bay Marine Resources Corp. within the Port Barton Marine Park. A total of 26 individuals were deputized as fish wardens. Assisted the CRMP staff in the finalization of the Coastal Resource Monitoring and Evaluation report. In Dumaran the conduct of CRA had been completed and the result is still being processed. Assisted in the formation of CRMP Technical Working Group in Araceli.
Assisted the Department of Agriculture and the CRM Association in data gathering for Malinao Island which is a proposed fish sanctuary in Aborlan. Presented to SB the proposed technical description of the Malinao Marine Sanctuary. Participated in the Coastal Resource Management Monitoring Indicators workshop wherein a move was made for the inclusion of the DMO staff as members of the TWG at the municipality level.
Series of workshop were attended regarding the formulation of PCRA and CRMP in Brooke's Point.
Pista ng Kalikasan. Participated actively during preparation and the annual implementation of Pista ng Kalikasan in the different municipalities. This includes encouraging various sectors and LGUs to start propagating planting materials, procurement of seeds and polythylene bags and further coordinated with the brgy officials the preparation and selection of sites. The activity includes riverbank protection particularly in Panitian, Malatgao and Quinlogan all in Quezon, the planting of 4000 seedlings of rattan in EL Salvador water falls in Espaņola and the planting of trees along the newly open road of Maquinit, Tagumpay, Roxas.
In Rizal, information dissemination regarding the tree planting program of the LGU and the PTFPP was conducted. The beneficiaries were encouraged that seedlings will be given to them for free provided they are to maintain the planted trees. Attended and participated during the proclamation anniversary of Malampaya Sound in Taytay as protected area, activities undertaken includes tree planting and coastal clean -up. Moreover, tree planting was done in the 17 has. area in Roxas where their source of water is located, while riverbank protection/rehabilitation was also undertaken in Inandeng, San Vicente.
In the Calamianes group of Islands, gathering of data regarding the total number of areas and trees planted since the start of the program are being done. This include the 4000 mahogany seedlings distributed to interested farmers in Culion.
The Staff participated in the tree planting activity initiated by the PTFPP and the Tago-Tago Water Supply recipients within the Inandeng Catchment in San Vicente. About 200,000 tillers of vetiber grass were planted.
Clean and Green Program. Participated during the waterfalls clean-up and a walk thru of the upper portion of one of the rivers in San Vicente to determine condition and communities residing near the river. Assisted the EEED staff in the documentation of areas in El Nido in its vie Clean and Green Program. Submitted one (1) report on the clean-up activity conducted by Barangay IV officials (Roxas), Water District personnel, NGO, PTFPP-ARMO & PCSDS-DMO at the Umalad catchment in Roxas. Participated during the conduct of inspection/ validation for the search of the cleanest and greenest Barangay in Busuanga.
In Roxas, the DENR-CENRO sponsored the conduct of solid waste management seminar last October participated by 21 barangay captains, MENRO, CENRO, and PCSDS. The participants were encouraged to undertake IEC on the implementation of Solid Waste Management Act. The barangays had also encouraged to implement within their respective area the proper solid waste management and disposal.
Special Bodies Created Under the LGUs Initiatives. Regular technical and administrative support were provided to 20 special bodies created under the LGUs initiative. These include:
ECAN Board. - Meetings/workshops were set regarding the orientation of the old and the new SB members. The orientation focused on SEP, functions of the Board, IMA activities in Busuanga pertaining to their assistance to livefish operators, coastal clean up and the monitoring of the dumping activity of Coron. Coordination was also extended to ECAN Boards particularly in holding their regular meeting.
Community Media Council (CMC). - Attended the regular monthly meetings of the Community Media Council in Inogbong for the operations of the community radio station DWRI. Documents were gathered for setting up policies on the use of radio time during election in relation to its vision/objective. Problems on the operation of the radio program and the need to replace some of the equipment were tackled.
Community Development Council. - Coordinated the hands-on training on the newspaper lay-outing wherein a proposal was presented to the council in Espaņola.
Barangay Monitoring Team (BMT). - A special body was organized in Bgy Caramay to monitor illegal activities in the area. Schedule of meetings of the BMT was facilitated by DMO Staff .
Law Enforcement Task Force. - assisted the PNP in coordinating with DENR/BFAR custody of the confiscated lumber and confiscated stored at the pier area of Coron.
Task Force Mangrove (TFM)-Brooke's Point. - Organized TFM to address the illegal mangrove conversion into fishpond wherein an investigation/inventory and mapping activity is on going.
Multi-Sectoral Team in San Vicente.- Facilitated the meeting to settle issue/conflicts between the Queens Bay Marine Resource Corp., Manta Ray Resort and the Port Barton Marine Park. Discussed were the zoning of the park, navigational lanes, and MOA formulation. Distributed the minutes of the multi-sectoral consultative meeting concerning issues on Sakura Pearl Farm/Queens Bay operation.
Bantay San Vicente (BSV). - Facilitated organization of the BSV, body responsible in patrolling the entire municipal waters of San Vicente.
Attended meetings of the CBFM Provincial Technical Working Group and the Task Force through provision of assistance in documenting minutes of the meetings. However, assistance was also provided to the CBFM Desk Office DMO I regarding inventory of felled logs planted trees in Quezon and also during the conduct of field resource inventory of projects for issuance of ECC. Attended the consultative meeting of the CBFM in Bataraza where a reporting system was devised. Assisted the Isugod CBFM in gathering documents in their application for a wood recovery permit.
The Nagsaguipi Community Resource Management Framework (CRMF) and the Annual Work Plan was reviewed by the DMO II staff and comments were forwarded to the CRMF. Participated in the consultative meeting and community mapping workshop of Sansulsgar it Raga Uplanders Ka't Cabigaan Multi-Purpose Cooperative. A briefing on CBFM was undertaken in Sta Cruz, Puerto Princesa City.
In DMO III, the staff facilitated meeting in Roxas regarding the results of the cadastral survey wherein portion of Barangay IV was covered the Abaroan CBFM. A resolution of political boundary conflict was prepared between Brgy IV officials and residents and a petition shall be elevated to the DENR Reg. IV for action. In Dumaran, a consultation meeting was held regarding the assistance from PTFPP to conduct the immediate survey to segregate the barangay site from the CBFM area.
The Staff facilitated endorsement of its nursery project for PTFPP funding under its Micro Project. Field evaluation report of the San Jose Multi-purpose cooperative CBFM was completed. In the case of San Vicente, a copy of SB resolutions regarding the conversion of the Communal Forestto CBFM was followed up with the LGU. Technical assistance was also rendered to the Manlag Farmers Association and the Maringit-ringit Tribal Multi-Purpose Cooperative (MTMC) with regards to their application for CBFM project.
In the areas under the DMO IV, an ECAN Board orientation was held wherein the President of the CBFM was requested to discuss its implementation/activities to the board.
Updates on PCSD Resolutions Affecting LGUs. Consultations with the LGUs regarding support to the resolutions issued by PCSD were undertaken. Facilitated the passage/ approval Ordinance No. 03 S 2001, amending Ordinance No. 51 S 1993 that sets regulations on the operation of small scale silica mining in Roxas. Updates/information/technical advice to local executive on the CBFM/CF implementation was also provided. SB support to said projects was also solicited.
Conducted consultation meeting pn PCSDS requirements for project evaluation with proponents regarding pebbles gathering at Brgy. Minapla on the requirements for project evaluation & emphasized that pebbles gathering is not allowed based on RA 8550. A briefing on PCSD Admin Order No. 5 was given to 5 particularly those which are part of marine habitat for livefish culture and trading applicants.
Facilitated the publication of PAMB Admin. Order 1 (Live Fish) in local newspaper. Proponents were briefed regarding SEP Clearance System and ECC requirements. They were also provided with procedures and guidelines based on PCSD AO's Nos. 02 and 00-04. Provided the LGU information on RA 9072 or the Caves Act. The staff submitted the requested PCSD Resolution opposing the operation of Pa-aling to serve as reference of Bantay San Vicente.
In Dumaran/Araceli, the DMO III staff disseminated PCSD Admin Orders 3, 4 and 5 to the municipal and barangay officials, and concerned populace who attended the SEP Orientation in both municipalities.
Live Fish. DMO staff spearheaded, coordinated and joined in the conduct of consultation/public hearing on live fish operation in El Nido.
Pearl Farming. The staff facilitated the arrangement and coordination with the LGU and the proponent for the delineation of the actual area of the Tieramar Pearl Farm which was given a conditional endorsement for the issuance of ECC pending the actual delineation of the area with conflict (based on submitted documents) over the allowable area provided in the municipal ordinance.
DMO staff conducted initial investigation on the Manta Ray Resort complaint against the establishment of mooring buoys and other facilities by Queen's Bay Pearl Farm within the Port Barton Marine Park.
Others. Advised PCART that they should get SEP Clearance for the research project on seaweeds in Roxas/Dumaran. Discussed the status of the projects and requirements that should be submitted by the proponents to secure SEP clearance and ECC.
Facilitated the consultation meeting with Brgy Captain Hilikan of Brgy. Caruray and PNP Chief Labrador regarding the on-going fishpond development in Caruray. Together with the CRA validation team, the DMO staff conducted monitoring & documentation of the area.
Assistance/attendance to trainings seminars, workshops sponsored by LGUs, NGAs. Facilitated the conduct of workshop of the BPMENRPC where the following issues were discussed; conflict on Mangrove Forest Utilization, need to protect the remaining forest, legalization of the occupancy of the Quezon Fishpond Operators Multi purpose Cooperative Inc. and collection of fees by the LGUs from fishpond operators.
Attended the "Ugnayan" meeting called by the Barangay Health Committee in Bataraza, and on the public hearing regarding the ordinance passed by the Municipality of Espaņola regulating quarrying operation in the area.
Participated in the Annual Investment Planning Workshop in Brooke's Point, Orientation on the Participatory Coastal Resource Assessment and Municipal Council Workshop in Quezon, dialogue in the processing of papers on Wood Recovery Permit applications in Rizal and on the implementation of CBFM in Bataraza.
Attended meetings on the Tribal activities in the Kayangan Lake in Coron wherein the IPRA Law was discussed. Discussed PCSD AO 005, objectives and by-Laws and the proposed MOA between the Association and the PCSD with the Calamianes Live Fish Association.
Attended seminars on Ecological Waste Management. Acted as resource speaker on Environmental Laws in the Teachers IEC training in El Nido Central School and in the Protected Area Establishment and Management Trainers' training. Likewise, meetings with Mr. Frank Aungon of Roxas Bantay Gubat were also attended re: live fish operators without PCSD Accreditation, illegal logging in Abaroan and Iraan and consultation meeting with SB Pacho regarding hearing the Minara mangrove case. In Dumaran, consultation meeting was also attended with the Municipal Mayor on the complaint of Mr. Millare against Naglayan Pearl Farm.
ECAN Matters. Regular attendance in the ECAN/Environmental Board meetings of the different municipalities was undertaken. Agenda included concerns on Handog sa Dagat, Pista ng Kalikasan, Environmental Issues, CBFM and the CLP/QRS concept. Assistance was also provided to the board regarding the preparation of its plans and budget. Also discussed during meetings were projects applying for SEP Clearance.
The DMO Staff also attended SB sessions of the different Municipal Council and discussed the on-going PCSDS & PTFPP activities as well as proposed projects in relation to SEP implementation. Preliminary arrangements with PTFPP ARMO & EEED were made on the conduct of a joint briefing/ orientation among the newly elected municipal officials & SB members. Moreover, in other areas, re-orientation of the SEP, ECAN, PCSD AOs and function of the Board was conducted.
SPIADP. Conducted inspection of SPIADP projects and assisted the ADB Mission in the conduct of the Project Completion Review.
