Environmentally Critical Areas Network
Reapplication of ECAN
Reapplied ECAN Guidelines utilizing GIS through the overlaying of
four (4) main criteria: elevation, slope, vegetation land classification.
Employed the Geographic Information System
(GIS) methodology prepared by PTFPP consultant which considered
the DEM-developed slope and NAMRIA- analyzed vegetative cover which
was not considered in the Preliminary ECAN Map of 1994.
The revised ECAN map was analyzed and came-up with the computation
of the area covered by each zone. Mosaicking of digital- municipal
information including boundaries to come-up with the Revised ECAN
Map was also undertaken. The Revised ECAN Map including the mapping
process was approved by the Council. Printed Revised ECAN map by
Municipality had been distributed to LGUs for their reference.
Meanwhile, the field verification of the revised ECAN map of Municipality
of Quezon and Puerto Princesa City had been completed.
Implementation of Revised ECAN Zones
The Terms of Reference for the PTFPP proposed technical assistance/consultant
re: the pilot testing on the ground of the ECAN map in Sofronio
Espaņola was prepared. The required information in the preparation
of delineation methodology/strategy in support of the TA information
was also gathered.
Implementation of the Revised ECAN Map in Other Municipalities
The LGU of Busuanga was also assisted in the identification of its
proposed ECAN Coastal-marine zonation and the provision of the coastal
marine assessment maps. Moreover, assistance was provided to the
MMMA Task Force during its monthly meetings and annual workshop.
Assistance to Local Government Units relative to ECAN/SEP Implementation
and CLUP Preparation Review
Moreover, the Division had spearheaded the harmonization/integration
of the Comprehensive Land-Use Plans (CLUP) of the municipalities
covered by the Mt. Mantalingahan Management Area
(MMMA).
In addition, assistance was provided to the 11 municipalities and
1 city in the preparation of their CLUPs. Likewise, the staff attended/participated
during the deliberation of the provincial Land-Use Committee(PLUC).
The barangay officials and PTFPP Staff based in Cabayugan and Marufinas
were likewise briefed on ECAN implementation.
Furthermore, the Land Resource Condition Map preliminary Coastal
Marine map as indicated in the survey sites and category for the
Municipality of Roxas and San Vicente were finalized.
Assistance in the Identification, Delineation and Mapping of
Ancestral Domain Areas
Assisted the meetings of the "Palawan
Special Committee on Tribal Ancestral Zone" (PSCTAZ) in the
evaluation of the documents for ancestral domains/zones for the
ADC's in So. Daan and So. Bobosawen in Brgy. Apurawan and So. Tina,
Brgy. Culandanom all in the municipality of Aborlan. The documents
have been submitted to the PSCTAZ through POID.
Additional information (technical description or TD) for GIS mapping
of the proclaimed/certified CALCs, CADCs, PSTFAD-resolved claims
were gathered and processed. Presented the applied and proposed
ancestral domain areas within the municipal jurisdiction of Aborlan
during its Environmental Board. Moreover, the Division assisted
the DMO in the conduct of IEC on the tribal ancestral domain claim
of the local Batak community in Sitio Nanabo, Caramay, Roxas.
Assistance in Mapping of Protected Areas
Initial data on the technical description of the declared protected
areas of Palawan for subsequent preparation of the maps were gathered.
Ground delineation using geographic positioning system (GPS) of
the Buayan Watershed in Brgy. Abaroan, Roxas, Palawan by virtue
of a barangay resolution was conducted. Covered areas are Sitios
Matalangao, Talakaigan, Lower Upper Buayan, Linapawan, Ibangan,
Candelaria, Bantoto, Timbuan and Calupan.
Assistance to the Establishment of Communal forest and Community-Based
Forest Management Areas (CBFM)
The CBFMA map of the entire province was scanned and digitized.
Survey of CBFM area in Sitio Bagobuk, Brgy. Napsan, Puerto Princesa
City was also conducted. The staff also attended the regular meetings
of the CBFM Working Committee, a multi-sectoral group in-charge
with deliberation of issues between and among the government agencies
and people's organizations concerning CBFM. Technical assistance
on survey process of CBFM at So. Nagsaguipi, Sta. Cruz, PPC was
also provided.
Assistance to Other Divisions of PCSDS and Other Agencies
Assistance provided to the different operating unit/other agencies
include 1) mapping activities of the EMES)2) socio-economic mapping
of the PPDO of the entire province of Palawan 3) mapping the 3 location
points from the proposed limestone quarry of the RTNMC application
as reflected in Revised ECAN map of Bataraza and in locating the
actual site of the proposed meteorological tower in Narra, Palawan.
Formulation of ECAN Zoning System for Coastal-Marine Areas
ECAN mapping for the coastal marine areas has been on-going for
the municipalities of Araceli and San Vicente. Further, it has also
assisted the LGUs of Quezon and Rizal in the processing of GPS field
data of the surveyed mangrove area. Assistance has also been provided
to the ELAC in the conduct of its coastal marine zoning of Fondeado
Island and its environ and in Cagayancillo in coordination with
the Kabang Kalikasan ng Pilipinas, PTFPP and the concerned LGU.
Coastal marine assessment maps requested by the LGUs were likewise
printed and distributed to them.
Assistance to the TSD in coastal marine assessment activity in the
Municipality of Dumaran was also provided.
Maintenance Upgrading of Geographic Information System (GIS)
Operation and Maintenance of Computer Hardware and Software
Base maps requested by municipality to be used in splitting the Re-ECAN maps (re-application of ECAN parameters in mapping) generated
using GIS methodological procedures were produced. Operation of
the GIS-Metadatabase was initiated.
Operation and Maintenance of Global Positioning System (GPS)
- Community-Based System
Operated the GPS-Based Station in coordination with the Palawan
Tropical Forestry Protection Programme. Archiving and data-banking
of GPS Base files for use in processing of field-obtained GPS information.
ECAN Zone Evaluation
ECAN Zoning of ninety nine (99) applications were evaluated. These
were broken down as folows: Sand and gravel (15), O.M. License (almaciga
and rattan 18), Forest Land Grazing Lease Agreement (FLGLA 1), Socialized
Integrated Forestry Management Agreement(1), Private Land Timber
Permit (PLTP 1), Integrated Resource-Use Permit (IRUP 1), Special
Use Permit(2), Provisional Pasture Permit (1) Wood recovery permit
(7), Community Based-Forest Management Agreement (4) lifestyle center(1),
mangrove interpretative project(1) gasoline station(7), funeral
home(1), wood recovery permit(1), 25-bed capacity hospital(1), lodging
house(8), beach resort(6), processing plant (1), research tower(1),
telecommunication tower (1), apartelle (1), mineral production agreement
(6), fastfood (1), Brgy. Environmental and sanitation project (9),
gymnasium (1), construction of seawall (1), sundance farm (1).
Production and Updating of Project Control Map
The existing project control map has been updated by encoding the
coordinates of project sites in the control maps.
