Community Listening Post-Quick Response System
Copies of the CLP-QRS overview were distributed to concerned Local Government Units. The staff spearheaded the implementation of CLP-QRS at the field level which included the investigation of illegal activities and facilitating the gathering of documents needed for filing cases.
District Management Office 1. A multi-sectoral team, which will focus on how the reported environmental issues be addressed was created in Quezon. The validation on the reported conversion of mangrove to fishpond, baby trawl operator, reported stockpile of ipil lumber, and the petition of the renewal of O.M. license were referred to concerned agencies. Apprehension reports were gathered and further joined the Multi-sectoral team in the conduct of a 4-day operation against illegal activities in Balabac.
The issue on the continuous conversion of mangrove into fishpond in Panitian, Quezon was presented during the MFARMC meeting. The MFARMC conducted an inventory of fishponds in the area immediate assessment of the mangrove area and identification of areas for rehabilitation. In Bataraza, the DMO Staff documented the report of the Barangay Captain on the illegal transport of ipil lumber. While in Rizal, an investigation/evaluation on the destruction of mangrove in So. Surid, Iraan and the ocular inspection on mangrove area in Espaņola was also conducted.
District Management Office 2. In Narra, the creation of a CLP/QRS committee was adopted. The following illegal activities were referred to concerned agencies, illegal conversion of mangroves into fishpond to the DENR. A letter was sent to the RED of DENR in the recommended demolition of said structures the alleged illegal fishing and livefish operation both in Aborlan to BFAR and PCSD. Moreover, another investigation was done by a multi-sectoral team in Irawan on the reported illegal shovel quarrying along its river.
District Management Office 3. Held consultation meetings with concerned barangay officials to facilitate organization of CLP. Submission of barangay resolutions were facilitated creating environmental or "bantay kalikasan" task forces to protect, conserve and preserve the natural resources & watershed of Bgy Bagong Bayan and in Ilian. Finalization of the organizational structure and functions of the task force is on-going.
The DMO has referred to concerned agencies the reported slash and burn farming, mangrove conversion, JANKAR palm oil project, illegal quarry and illegal fishpond development. The arraignment on the filed case on mangrove destruction in Minara, Roxas was held at the Regional Trial Court in Puerto Princesa City.
Moreover, the staff facilitated the submission to the Legal Unit two (2) affidavits from witnesses of illegal logging within Umalad catchment. Conducted investigation meeting on the reported mangrove conversion at North Verde Island and this was endorsed to DENR for action. Participated in a consultative meetings of the TWG for Coastal Areas to level off among group members the functions and responsibilities and issues.
The DMO and EEED staff conducted/facilitated the two-day ECAN Board Strengthening/ Visioning Workshop. Their functions and responsibilities were later transformed to San Vicente Environmental Management Board (SVEMB).
District Management Office 4. With regards to the monitoring activities of the ECAN Board, the Team of Coron conducted inspection of alleged reported dumping site of Club Paradise Resort. It was recommended to the resort for dump its waste to the Coron Municipal dumping site. On the otherhand, coordination works with LGU of Culion and DENR were made with regards to the "kaingin" activities made by farmers in the municipality. The DMO likewise provided assistance to the PNP regarding the confiscated lumber and this was already turned over to the DENR. Another apprehension was done on the abandoned 2000 board ft of lumber in Coron.
DMO IV had facilitated the submission of legal documents on the apprehended vessels loaded with pebbles in Linapacan. The said case was already filed in court. However, in the case of the confiscated pebbles in Culion , the said pebbles was returned to the beach where the quarry was done. In addition, the Staff participated and acted on the complaint of fisherfolks on the commercial fishing vessel operating within the municipal waters. The team warned the Boat Captain and penalties were imposed.
Another apprehension was made in Coron where the staff facilitated the hauling of confiscated pebbles from the port to the DMO IV Office. Moreover, the issue on the illegal quarry of pebbles was referred to the LGU where the Chief Executive issued a Memorandum to all quarry operators to stop their operation. The PNP likewise had been directed to apprehend violators.
Culion, attended the EAD meeting on the issue of Ancestral Domain Claim. Dialogue with the brgy Captains and discussed the importance of brgy endorsement to live fish applicant in relation to their application for PCSD Accreditation.
Furthermore the staff assisted the PNP and the LGU on the confiscated live fish of banned species this was freed to the ocean last April 11, 2001. In Busuanga, an apprehension was made in the reported "Baby Pangulong" illegally operating within its municipal waters illegally.
