Special Projects

The POID was tasked to coordinate and manage the implementation of several special projects presently implemented in the province such as the following:

Northern Palawan Sustainable Development Program (NPSDP)

In November 19, 2002, the Shell Philippines B.V. (SPEX) and Pilipinas Shell Foundation, Inc. (PSFI) signed a Memorandum of Agreement with PCSD to promote sustainable development in northern Palawan by capacitating the communities thru livelihood projects and community development.

The parties agreed to jointly implement a program called NPSDP, primarily to support their commitment to achieve a balance between the environment and sustainable development. Along this line, SPEX allocated P8.0 million to fund sustainable development projects directed towards increasing the living conditions of the people in the northern Palawan municipalities. The fourteen (14) pre-identified project proposals submitted by the Local Governments of Busuanga, Coron, Culion, Linapacan, El Nido, Taytay, San Vicente, Dumaran, Cuyo and Magsaysay had been reviewed and endorsed to PSFI for approval and fund release (Table 2).

Of the total amount requested from SPEX/PSFI (P7,068,704.40), P4,919,200.00 had been released to the different LGUs. The management fee of P590,304.00 (12% of the project cost released) had been awarded to PCSDS.

All funds released to the proponents will be paid back to LGUs based on the approved financial plan with an interest rate of 7%. Funds returned shall be revolved for other qualified projects thus maximizing the impact and benefits of the Program to the people of Northern Palawan.

PCSDS and its partner-agencies continued to provide technical and administrative assistance to the proponents in the implementation of projects funded by the Program. Regular monitoring was made to know the implementation issues and updates. The second tranche of release will be effected upon completion of the targets based on the approved program of work. A total of 751 household members from the aforementioned municipalities are benefited by the program.
