     Pursuant to the agreement among the five municipalities, namely: Bataraza, Brooke's Point, Sofronio Espanola, Quezon and Rizal as expressed unanimously in a Joint Executive and Working Committee Meeting of the Mount Mantalingahan Management Planning Task Force which was created through Provincial Executive Order No. 10 Series of 1998, held on 29 February, 2000 and by virtue of the powers vested by Republic Act No. 7611, the Palawan Council for Sustainable Development hereby declares the Mount Mantalingahan in southern Palawan as special management area within the framework of Strategic Environmental Plan (SEP) under Republic Act No. 7611.

     The primary purpose for the establishment of this management area is to enable the local government units to undertake measures to protect, conserve and manage the natural resources and promote socio-economic development in the area following the Strategic Environmental Plan (SEP). Sustainable development shall be pursued to addiess the needs of the coastal and terrestrial communities on matters of natural resource management, preservation, conservation and protection;

Section 1. Technical Description. The Mount Mantalingahan Management Area shall have the following technical description, to wit:

     Beginning from a point marked "1" on the map, along the coast of the Municipality of Quezon, Palawan, with a geographic coordinates of 9° 32' 28" N latitude; 118° 17' 07' E longitude;

   Containing an area of Seven Hundred Ninety Eight Thousand Seven Hundred Eighty Seven hectares (798,787 has.) more or less. Corners "1" and "2" are MBM Nos. 1 and 2 respectively of the municipality of Quezon; corners "3" to "14" are MBM Nos. 12 to 1 respectively of the municipality of Narra; corner "15" is the municipal boundary of the municipalities of Narra and Sofronio Espanola; corner "16" is an imaginary point on the northernmost limit of the municipal waters of Sofronio Espanola; corner "17" is an imaginary point on the southernmost limit of the municipal waters of Brookes'Point; corners "18" to "29" are barangay boundary points of Malis and Inogbong ; corner "30" is the barangay boundary point of Malis and Inogbong along the 5000 m. elevation line;corner "31" is the municipal boundary point of the municipalities of Bataraza and Rizal along the 500 m. elevation line; corners "32" to "42" is an imaginary point on the southernmost limit of the municipal waters of Rizal; and corner "44" is an imaginary point on the northernmost limit of the municipal waters of Quezon. Section 2. Management Plan. One (1) year upon the issuance of this Proclamation, a detailed management plan shall be formulated, indicating therein the administrative body that will implement the Plan under the supervision of the PCSD.

Section 3. Funding. The funds necessary to carry out the provisions of this Proclamation may be drawn from the Provincial Government of Palawan, Local Government Units concerned, PCSD and other public or private agencies which may have interest in the management of the area. Thereafter, such sums as maybe necessary shall be included in the annual appropriations of the provincial, municipal, PCSD and government agencies involved, which collectively shall be administered in accordance with the management plan referred to in the preceding section.
