RESOLUTION CREATING A MULTI-PARTITE MONITORING TEAM FOR THE ENFORCEMENT OF EXECUTIVE ORDER NO. 247 AND AUTHORIZING THE PCSDS TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH CRODODILE FARMING INSTITUTE AND PALAWAN STATE UNIVERSITY FOR THE CUSTODY OF CONFISCATED FLORA, FAUNA AND OTHER PARAPHERNALIA

WHEREAS, pursuant to the policy of the state to protect, develop and conserve its natural resources, Republic Act No. 7611 was enacted and approved on June 19, 1992 adopting the Strategic Environmental Plan (SEP) for Palawan for the preservation and enhancement of Palawan environment and at the same time pursue the socio-economic development goals of the country;

WHEREAS, under Section 16 thereof, the Palawan Council for Sustainable Development was created as the administrative machinery for the governance, implementation and policy direction of the SEP, thus it is empowered to call on any department, bureau, agency or instrumentality of the government, and on private entities and organization for cooperation and assistance in the performance of its functions;

WHEREAS, prompted by the recent of four Slovaks who attempted to ship out without a permit species of flora and fauna from Palawan, the Council recognized the need to create a multi-partite team that will monitor and apprehend violators of Executive Order No. 247;

WHEREFORE, on motion duly seconded the Council resolves, as it is hereby RESOLVED, to create, as it is hereby CREATED, a multi-partite team that will monitor the implementation of EO 247;

RESOLVED FURTHER, that the Executive Director of PCSDS be directed, as he is hereby DIRECTED, to identify the concerned government agencies and nongovernment organizations, and to organize the team, subject to the concurrence of the PCSD;

RESOLVED FURTHERMORE, that the Executive Director of PCSDS be authorized, as he is hereby AUTHORIZED, to enter into a Memorandum of Agreement with the Crocodile Farming Institute (CFI) and the Palawan State University to formalize the agreement to use the CFI Wildlife Rescue Center and the PSU Herbarium as official depository/custodian of confiscated or seized flora and fauna and other paraphernalia.

RESOLVED FINALLY, that copies of this resolution be furnished the Department of Environment and Natural Resources, the Palawan State University, concerned NGO's and other agencies for their information and appropriate action.
