PCSD RESOLUTION NO. 92-07

RESOLUTION APPROVING A BUDGET OF P63.2 MILLION FOR THE OPERATIONAL REQUIREMENTS OF THE PCSDS FOR FY 1993

WHEREAS, Republic Act 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act took effect on June 19, 1992;

WHEREAS, under Section 20 of the said Act, Palawan IAD Project Office was concerted to the Palawan Council For Sustainable Development Staff (PCSDS) which shall serve as the regular professional support staff of the Palawan Council for Sustainable Development (PCSD) created under Section 19 thereof and shall provide the machinery to coordinate the policy and functions, implement programs and organize such services as may be required by the Council in the exercise of its functions;

WHEREAS,Section 21 of the said Act provides that the amount necessary to carry out its provisions shall be charged to the current fiscal year appropriations of the Palawan IAD Project Office and thereafter, such sums as may be necessary shall be included in the annual General Appropriations Act";

WHEREAS, the budget recommended by the Department of Budget and Management for the PCSDS for FY1993 in the amount of P21.2 Million is for the current operating expenditures of the two functions/projects absorbed by PCSDS, namely: the Second Palawan IAD Project and Culion Development Project;

WHEREAS, the said budget of P21.2 Million which is now under consideration by the Appropriations Committee of CONGRESS does not contain any provision for the implementation of the Strategic Environmental Plan the reason being that the budget was submitted and approved by DBM prior to the approval of Republic 7611;

WHEREAS, implementation of the Strategic Environmental Plan as envisioned in the said Act cannot be delayed any further considering the growing trend of environmental degradation and deterioration in the Province of Palawan;

WHEREAS, it is estimated that the PCSDS will need a total budget of P63.2 Million for FY 1993 to carry out its functions as mandated by the aforecited Republic Act;

NOW THEREFORE, BE IT RESOLVED as it is hereby resolved that the Council approve a budget of P63.2 Million for FY 1993 for the operational requirements of the PCSDS for FY 1993.

RESOLVED FURTHER that a request for additional appropriations in the amount of P41.1 Million be submitted to the Appropriations Committee of CONGRESS for its consideration and approval.
