"RESOLUTION CALLING FOR THE EXPEDITIOUS COMPLETION OF THE YKR AIRPORT AND TERMINAL IN CORON, PALAWAN, AND THE SUBSEQUENT RELEASE OF FUNDS TO THE LOCAL GOVERNMENT OF CORON TO UNDERTAKE THE CONSTRUCTION OF THESE FACILITIES"

WHEREAS, by virtue of R. A. 7611 otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act, the Palawan Council For Sustainable Development was duly constituted to exercise the governance, implementation and policy direction of the SEP;

WHEREAS, Section 19 (10) of same Act empowers the Council to perform functions which shall promote the development. Conservation, management and utilization of the natural resources of Palawan;

WHEREAS, Section 19 (3) call on any department, bureau, office agency or instrumentality of the Government, and on private and organizations for cooperation and assistance in the performance of its functions;

WHEREAS, the construction of the YKR Airport in the municipality of Coron, Palawan has long been delayed and discouraged the flight of the Philippine Airlines and other airlines to said area;

WHEREAS, additional funds shall be released by the Department of Transportation and Communication to finish the concreting of the abovementioned airport;

WHEREAS, records show that the Contractor has failed to convince the public that they can finish said project expeditiously;

WHEREAS, in contrast, the Municipality Government of Coron has an excellent record of implementing its programs and projects for the benefit and well-being of constituency;

WHEREAS, Local Government Units must assume the leadership and be more active in implementing projects in their respective areas and in ensuring the proper utilization of resources;

NOW, THEREFORE, upon unanimous motion by the Council Members present;

RESOLVED, as it is hereby RESOLVED, that representations with the Department of Transportation and Communications be made to expedite the completion of the YKR Airport and terminal in the municipality of Coron, Palawan;

RESOLVED, further, that any additional funds to be appropriated for the project shall be released to the Municipal Government of Coron upon cancellation of said contract, and that the Municipal Government be authorized to undertake the completion of these facilities;

RESOLVED, finally, that copies of said Resolution be sent to the DOTC Assistant Secretary and Air Transport Officer retired Major General Carlos Tañega, and adopted son of Palawan, and other concerned agencies for appropriate action.
