RESOLUTION CREATING AN EXECUTIVE COMMITTEE OUT OF THE EXECUTIVE STEERING COMMITTEE OF PALAWAN TROPICAL FORESTRY PROTECTION PROGRAMME (PTFPP)

WHEREAS, R.A. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on June 19, 1992 and section 4 and 6 of said Act provide that the SEP for Palawan shall serve as the comprehensive framework to guide the local government of Palawan and the government agencies concerned the formulation and implementation of plans, programs and projects affecting the Province including its environment and natural resources;

WHEREAS, the Financing Memorandum between the EU and the GOP on the Palawan Tropical Forestry Protection Programme (PTFPP) provides that "the Government, acting through NEDA, shall establish an Executive Steering Committee (ESC) to be responsible on behalf of the Government for approving the project's annual work plan and for reviewing project progress, and for providing policy guidance as necessary. Membership of the ESC shall include all members of the PCSD as provided under RA 7611, together with representatives of major national NGO's active in environmental or development projects operating in Palawan and of such other public or private sector bodies as may be appropriate. The Chairman of the PCSD shall act as Chairman of the ESC, with the National Co-Director as its Secretary"; (2.7.4 of the Financing Agreement on Project No. ALA/93/37).

WHEREAS, the Council recognized the need to create a smaller Executive Steering Committee, preferably composed of Palawan based representatives for the Council to participate more fully and effectively in the implementation of the PTFPP;

NOW THEREFORE, upon motion by Cong. Vicente Sandoval, duly seconded by Gov. Salvador P. Socrates, the Council:

RESOLVED, as it hereby RESOLVED, that an Executive Committee be created out of the Executive Steering Committee of the PTFPP;

RESOLVED FURTHER, that the following shall compose the membership of the Committee;

1. PCSD Chairman
2. PCSD Vice Chairman
3. Governor of Palawan
4. Executive Director of the PCSD Staff
5. President of the League of Municipal Mayors
6. Representative from the NGO sector

RESOLVED FINALLY, that copies of this resolution be furnished the concerned agencies for their information and appropriated action.
