"A RESOLUTION GREETING THE AUTHOR OF REPUBLIC ACT NO. 7611 AND FORMER SPEAKER OF THE HOUSE OF REPRESENTATIVES, RAMON V. MITRA, JR., ON THE OCCASION OF HIS BIRTHDAY"

WHEREAS, on 19 June 1999, Republic Act No. 7611 otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act, adopting the SEP as a comprehensive framework for the sustainable development of Palawan;

WHEREAS, the SEP Act is a landmark legislation that concretizes the state policy of promoting the right of the citizens to a balance and healthful ecology and ensures the judicious utilization of the province's natural resources for the future generations;

WHEREAS, the passage of Republic Act No. 7611 was made possible by the co-authorship of then representative of the first district of Palawan and former Speaker of the House of Representatives, Ramon V. Mitra, Jr;

WHEREAS, on the occasion of his birthday, it is just fitting for the PCSD to greet him in recognition of his valuable
