PCSD RESOLUTION NO. 07-318
A RESOLUTION SUPPORTING THE DOE, PNOC-EDC IN COLLABORATION
WITH
THE CITY GOVERNMENT AND PCSDS TO UNDERTAKE ASSESSMENT OF THERMAL
SPRINGS LOCATED IN SANTA LUCIA-IWAHIG AND SANTA LOURDES-TAGBUROS
AREAS BOTH IN THE CITY OF PUERTO PRINCESA CITY
WHEREAS, geothermal resources can be harnessed
as a form of energy whose applications range from power to non-power;
WHEREAS, geothermal energy has been widely used
for power generation in the Philippines, which has a total installed
capacity of 1931 MWe, but scarcely for non-power applications;
WHEREAS, the Department of Energy (DOE) in cooperation
with the Department of Tourism (DOT) and the Department of Health-Philippine
Institute of Traditional and Alternative Health care (DOH-PITAHC)
had jointly undertaken investigation of potential thermal areas
for possible development under the Health Tourism Project of Thermal
Areas in the Philippines (Spa Resort Project) and had selected Santa
Lucia-Iwahig and Santa Lourdes-Tagburos hot spring area as a promising
site for heath tourism;
WHEREAS, DOE received a letter request from the
Local Government of the City of Puerto Princesa, Province of Palawan,
for the development of the thermal springs known as the Santa Lucia-Iwahig
and Santa Lourdes-Tagburos Hot Spring Areas within the jurisdiction
of Puerto Princesa City; WHEREAS, PNOC-EDC has initially conducted
exploration works in the province of Palawan in search of the geothermal
energy resource ranging from reconnaissance to semi-detailed geological,
geochemical and geophysical investigations;
WHEREAS, in an effort to assist the City, DOE enlists
the help of Philippine National Oil Corporation-Energy Development
Corporation (PNOC-EDC) to advise on the resource assessment considering
PNOC-EDC's previous works in the area;
WHEREAS, Section 6 of Republic Act 7611 otherwise
known as the Strategic Environmental Plan (SEP) for Palawan Act
provides that the Palawan Council for Sustainable Development (PCSD)
shall exercise the governance, implementation and policy direction
of the SEP;
WHEREAS, all projects and undertakings to be implemented
in Palawan have to secure SEP Clearance from the Palawan Council
for Sustainable Development pursuant to Section 19 of Republic Act
7611 and with reference to Rule IV, particularly Section 20 of the
Amended Rules and Regulations implementing the SEP Law, Presidential
Decree 1586 and its Revised Implementing Rules and Regulations embodied
in DENR DAO No. 96-37, Memorandum of Agreement entered into by and
between DENR and PCSD on December 29, 1994 and pertinent laws;
WHEREFORE, on motion of the City Government representative
and duly seconded, the Council RESOLVED as it is
hereby RESOLVED that the PCSD supports the DOE,
PNOC-EDC in collaboration with the City Government to undertake
assessment of thermal springs located in Sta-Lucia-Iwahig and Sta.
Lourdes-Tagburos areas both located in Puerto Princesa City subject
to the provisions of PCSD Admin Order No. 6 "Guidelines in the Implementation
of SEP Clearance System;
RESOLVED FINALLY, that copies of this resolution
be furnished to the DOT, PNOC-EDC, DOT, DOH-PITAHC and concerned
barangays.
