RESOLUTION AUTHORIZING THE PCSDS EXECUTIVE DIRECTOR, ATTY. JOSELITO C ALISUAG, TO NEGOTIATE FOR JOINT VENTURE AGREEMENT AND / OR PRIVATE MANAGEMENT OF CALAUIT GAME PRESERVE AND WILDLIFE SANCTUARY.

WHEREAS, in 1994 the management of Calauit Game Preserve and Wildlife Sanctuary was transferred from the Department of Environment and Natural Resources (DENR) to the Palawan Council for Sustainable Development (PCSD) by a memorandum of agreement signed December 29, 1994;

WHEREAS, In 1993 the budget Allocation for the sanctuary was transferred from DENR to PCSDS, however, in 1996 and onward no budget was allocated and the sanctuary draws its expenditure from the PCSD budget;

WHEREAS, while budgetary limitation continues to be a major constraint in the management of the sanctuary, it has, on the other hand, great potential for eco-tourism, which if fully developed can unburden the government of its much needed fund for its operation and maintenance;

WHEREAS, there is a need to utilize private sector investment in developing the eco-tourism facilities and in managing the sustainable development and conservation activities in the sanctuary;

WHEREAS, in 1996, the proposal to privatize the operation of the sanctuary was presented to Cabinet Cluster "A" and the cluster agreed to privatize through joint venture agreement with the recommendation that the PCSD, DOT and DENR should discuss and finalize the terms of reference;

WHEREAS, in March 1999, the PCSD, DOT and DENR held a round table discussion finalizing the scheme for the sanctuary's privatization, on the basis of which the PCSDS presented to the Council the proposed joint venture scheme, where the PCSDS sought the authority of the Council to negotiate with prospective investors for the finalization of the joint venture agreement;

WHEREFORE, on motion duly seconded, be it RESOLVED as hereby it is RESOLVED that the PCSDS, represented by Executive Director Joselito C. Alisuag, be authorized to negotiate for the joint venture agreement and / or private management of Calauit Game Refuge and Wildlife Sanctuary.

RESOLVED FINALLY, that the PCSDS shall periodically update the Council of the progress of the negotiations.
