RESOLUTION DECLARING THE MT. MANTALINGAHAN SITUATED IN SOUTHERN PALAWAN AS A SPECIAL MANAGEMENT ZONE WITHIN THE FRAMEWORK OF THE SEP.

WHEREAS, Republic Act No. 7611 adopted the Strategic Environmental Plan (SEP) as the comprehensive framework that guides the agencies concerned and the local government units in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, Sections 7 to 11 of Republic Act No. 7611 provide for the establishment of the Environmentally Critical Areas Network (ECAN), a graded system of protection and development control over the whole province involving the designation of management zones and their prescribed uses;

WHEREAS, the power to identify and designate ECAN zones pertains to the PCSD as the administrative machinery for the implementation, governance and policy direction of the SEP;

WHEREAS, in 1998 the five municipalities, namely: Bataraza, Brooke's Point, Sofronio Espanola, Quezon and Rizal, agreed to establish the Mt. Mantalingahan Management Area in order to enable the local government units to undertake measures to protect, conserve and manage the natural resources as well as promote socio-economic development within the framework of the SEP;

WHEREAS, the Provincial Governor issued Executive Order No. 10, series of 1998, creating the Mt. Mantalingahan Management Planning Task Force for the formulation of the strategic management plan with assistance from the PTFPP;

WHEREAS, in the PCSD meetings of July 30, September 24 and October 29, 1999, the Planning Task Force presented the proposal requesting the PCSD to declare the Mt. Mantalingahan as a special management zone within the framework of the SEP under Republic Act No. 7611;

WHEREFORE, on motion duly seconded the Council resolves, as it is hereby RESOLVED, to declare the Mt. Mantalingahan Area, situated in Southern Palawan, as a special management zone, containing an area of Nine Hundred Eighty Three Thousand Eight Hundred Twenty Seven (983,827) hectares more or less, to be administered within the framework of the SEP.

RESOLVED FURTHER, that the corresponding proclamation be issued defining the metes and bounds of the management area.

RESOLVED FINALLY, that copies of this resolution be furnished the Municipalities of Bataraza, Brooke's Point, Sofronio Espanola, Quezon and Rizal, the Provincial Government of Palawan, the DENR and other agencies concerned for their information and guidance.
