PCSD RESOLUTION NO. 07-321

"A RESOLUTION APPROVING THE UPDATED ECAN MAP OF THE CITY OF PUERTO PRINCESA "

WHEREAS, Republic Act No. 7611 otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act approved on 19 June 1992 provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD or the Council) under the Office of the President;

WHEREAS, pursuant to Section 19, Chapter V of R.A. No.7611, the PCSD is vested with the power to adopt, amend, rescind such rules and regulations for the effective implementation of the provisions of Strategic Environmental Plan for Palawan;

WHEREAS, the main strategy of the SEP is the establishment of the Environmentally Critical Areas Network (ECAN), a graded system of protection and development control over the whole of Palawan, through the corresponding ECAN Mapping and Zoning;

WHEREAS, the ECAN Map of the City of Puerto Prineesa was updated/refined based on PCSD Resolution No. 05-250 and PCSD Administrative Order No. 09, series of 2005;

WHEREAS, the City of Puerto Prineesa adopted the Updated ECAN Map through Sangguniang Panlungsod Resolution No. 610-2007;

WHEREAS, pursuant to Section 36, Chapter V, Title 3 of PCSD Resolution No. 05-250, the Council is mandated to approve the ECAN Map as endorsed by the respective local government units.

WHEREFORE, on motion duly seconded, the Council RESOLVED to Approve as it hereby Approved the Updated ECAN Map of the City of Puerto Prineesa, attached in Annex A hereof and made integral part of this resolution.

RESOLVED FURTHER, to require the alignment and/or evaluation of all plans, programs and projects to be implemented in the City of Puerto Prineesa with the ECAN Map.

RESOLVED FURTHERMORE to require the City Government of Puerto Prineesa to integrate/harmonize its Comprehensive Land and Water Use Plan (CLUP) and Zoning Ordinance (ZO) with the ECAN Map.

RESOLVED FINALLY, to furnish copies of this resolution the City Government of Puerto Princesa, the Provincial Government of Palawan and other concerned sectors for their guidance.
