LIST OF REQUIREMENTS FOR EVALUATION OF SEP CLEARANCE APPLICATIONS

Major Power Plants

a. Gas-fired thermal power plants
     EIS: >=50 MW rated capacity
     IEE: >= 10 MW but < 50 MW rated capacity
     CNC: < 10 MW rated capacity

b. Other thermal plants (i.e. diesel, bunker, coal, etc)
     EIS: >=30 MW rated capacity
     IEE: >=5 MW but < 30 MW rated capacity

c. Waste-to-energy projects including biogas projects
     EIS: >=50 MW rated capacity
     IEE: >=1.0 MW but less than 50,0 MW generating capacity

d. Hydropower facilities
     EIS: Impounding >=20 million cubic meters
     IEE : Impounding , 20 million cu meters

e. Renewable energy projects such as ocean, solar, wind, tidal power and fuel     cell (for biogas and waste-to-energy projects) Additional requirements to be     attached to the EIS:

  • Location map/Project site plotted on the Topo Map with 1:50,000 scale
  • Site Development Plan/Map Noting adjacent water bodies (scale: 1:10,000)

1. Endorsement from the following LGU with resolution including a copy of the     documentation of the consultation process undertaken.

  • Sangguniang Pambarangay
  • Sangguniang Bayan/Panlungsod
  • Sangguniang Panlalawigan
  • Free and Prior Informed Consent of IPs in case the area falls within a certified ancestral land/domain.

2. Zoning Clearance from the Municipality/City Zoning Office

3. Proof of land ownership, land claim or land occupancy

  • Land Title/Tax Declaration/Stewardship Contract/Other Instruments
  • Certification/evaluation from CENRO/PENRO
